Because forum polling is not secure, the best gauge we have of the support of a proposal is how active the discussion is, which is how we will decide which proposals to put on a ballot. Many active discussion will be far from a consensus, but these proposals are important to put on a ballot, if only to help people gauge in real numbers the support behind a proposal. Proposals should be in final form. If a proposal is too vague, confusing, or are missing important information like sentencing, it is the responsibility of the community to not support that proposal and submit a new proposal with better language. The text of a proposal will be taken as is when put on a ballot. Posts that are made only to increase the reply count will be removed. Any suggestions on how to better gauge support for a proposal is welcome in this thread.
